Due to a budget dispute, many departments of Pennsylvania State, including state health department, went on a " at least 9-day" without-pay leave from July 9th.... I was shocked by the news, as we do need to get ZiXi's birth certificate as soon as possible so that we could get the passport and the traveling permit back to China on time before our returning flight date... In spite of the tiredness ( on July 9th), I opened my laptop and finally found an expedite service for the birth certificate.. I was so happy to know that there is still someone able to possess it even though I need to pay an extra USD 42.. It was said the expedite service took around 3 to 5 business day.. .
On July 10th, the sate government resolved the budget dispute and staffs went back to work.
On July 18th,
at 9:00 am, I received my "expedite service" birth certificate via UPS
at 3:00 pm, I received my "normal service" birth certificate via regular air mail
Dose " Expedite service" only account for 6 hours difference? Or it is because of my " expedite service request" that I could get my " normal service" one so fast ???
